Since 25 March 2025, a job offer no longer adds CRS points. Once invited, candidates have 60 days to submit an online application for permanent residence. An Express Entry profile stays in the pool for up to 12 months, and candidates who are not invited in that time can create a new profile.

Canada looks at core factors such as age, education, language ability and work experience, and awards points based on them. Language test results, such as IELTS, play a large part in a successful application because language ability carries many points.

Another route to a life in Canada is to study first: you can apply for a study permit and, after graduating from an eligible program, may qualify for a Post-Graduation Work Permit. Canadian work experience gained this way can then support an application for permanent residence.

Those looking for an alternative way to migrate to Canada from Dubai can consider business programs. Canada’s federal Immigrant Investor Program closed in 2014, and the federal Start-up Visa stopped accepting new applications on 31 December 2025, but several provinces run entrepreneur streams.

These streams generally require a business plan showing that your investment will benefit the province’s economy and create local jobs. Each province has its own requirements, and Canada does not offer citizenship through property investment.

Rights and Duties

Where to live: Permanent residents (PRs) and their dependants can live, work and study in any of Canada’s ten provinces and three territories.

Education: Children of PRs are entitled to free public schooling up to the age of 18. University tuition fees are also lower for permanent residents than for international students.

Health care: PRs qualify for provincial public health insurance. Some provinces apply a waiting period of up to three months after arrival, and most essential medical costs are covered.

Tax: You must pay taxes at the federal, provincial and municipal levels. Income tax is based on residence rather than citizenship, so PRs who live in Canada pay Canadian tax on their worldwide income.

Canada Child Benefit: Eligible families with children under 18 receive monthly, income-tested government payments to help with costs.
