This programme is permanently closed

The Saskatchewan Immigrant Nominee Program (SINP) Entrepreneur Category no longer exists. Saskatchewan's official wording is that, effective 27 March 2025, the SINP permanently closed all Entrepreneur and Farm immigration pathways — no new applications are accepted, no new expressions of interest are considered, and no further invitations to apply are issued.

This was a permanent closure, not a pause.

Why it closed

In October 2024 the federal government halved Provincial Nominee Program allocations for 2025, from 110,000 to 55,000. Saskatchewan's share fell to 3,625 nominations — its lowest since 2009. The province responded by permanently closing its entrepreneur and farm pathways, saying so explicitly in its news release of 27 March 2025.

PNP allocations were partly restored for 2026, to 91,500 nationally. Saskatchewan has not reopened these pathways, and described the closure as permanent rather than a pause.

What it required, for reference

These figures are historical: investment of CAD $200,000–$300,000, verified net worth of CAD $500,000, and the creation of at least two full-time jobs for Canadian citizens or permanent residents.

Routes into Canada that are still open

Canada has not closed down — the money-based federal routes closed, while the skills and provincial routes grew. For 2026 the federal government raised Provincial Nominee Program admissions to 91,500 (up from 55,000 in 2025) and held total permanent residence at 380,000.

Saskatchewan Immigrant Nominee Program

The SINP, or the Saskatchewan Immigrant Nominee Program, was designed to help the Saskatchewan Provincial Government nominate interested individuals who intend to obtain or partner in a business in Saskatchewan. It is one of the primary immigration programs of Saskatchewan.

The Saskatchewan Investment Immigration Program requires to be actively involved in managing that business while residing in Saskatchewan.

The program enables the provincial Government to attract Canada Permanent Resident applications from non-Canadians planning to settle in Saskatchewan. It also helps them put forward the applications of successful applicants for Canada PR to the Federal Government.

Saskatchewan Business Investment Immigration Visa

• The Saskatchewan investment visa program requires the applicant to submit his Expression of Interest (EOI) through the Saskatchewan portal.
• After the EOI has been scrutinized, the Saskatchewan authorities will send you an invitation asking you to submit your application for nomination.
• Once your application has been taken care of, you will be eligible to apply for a Temporary Work Permit (TWP), which would be needed for you to conduct your operations there.

Saskatchewan – SINP Entrepreneur Program

The SINP Entrepreneur Program was designed to help the Saskatchewan Provincial Government nominate interested applicants who wish to open up or partner in a business in Saskatchewan. What you need to do is:

• Meet the minimum entry criteria to submit an Expression of Interest to the SINP.
• Have an in-depth knowledge of their Business Establishment Plan.
• If establishing a new business in Saskatoon or Regina, applicants are required to sustain a minimum of two jobs for Canadian citizens or Permanent Residents in Saskatchewan, specifically non-relative workers.
• The applicant must maintain the business’ staffing complement (the number of Canadian or permanent resident workers) in place if purchasing an existing business in Saskatoon or Regina.
• Applicants must stay in Saskatchewan with their dependent family members.
• Successful applicants must sign a business performance agreement with the Government of Saskatchewan, provided by the SINP after the application is approved.
